<p>Andree McLeod’s latest ethics complaint, filed yesterday, complains that Sarah Palin’s <a href="http://www.thealaskafundtrust.com/">legal defense fund</a> continues to solicit contributions.</p>
<p>An investigator hired by the state personnel board, Tom Daniel, found on July 14 that there was “probable cause” the Alaska Fund Trust was in violation of statute. </p>
<p>The personnel board process is confidential and all that’s known is that the board has not followed up on its investigator&#8217;s report with the filing of any formal accusation, which would trigger a potential hearing or penalties.</p>

<p>Look at it this way, Sarah Palin told a Washington journalists’ dinner Saturday night: If Joe Biden had lost, he’d be peddling a book today titled, “Going Rogaine.”</p>
<p>Biden, of course, is now vice president (and with a head of thinning hair), while Palin stopped in Washington Saturday to promote her book, “Going Rogue,” and entertain the Gridiron Club, a group of veteran Washington reporters and bureau chiefs at their annual winter dinner.</p>
<p>She joked about the snow outside—“I’m lovin’ the weather—feelin’ right at home.”</p>
<p>She talked about going out for a jog, “or as Newsweek calls it, a cover shoot.” And with husband Todd on the dais with her, she talked about how he thought “the Audacity of the North Slope” could have been an alternative book title.</p>

<p>I&#8217;m waiting with a herd of journalists at the Elmendorf gate for Palin&#8217;s book signing. Today&#8217;s signings here and in Fairbanks were to be the last on her tour, but Palin promised Friday on the Eddie Burke radio show to hold another event open to the general public. She blamed the restrictions at today&#8217;s events on the military.</p>

<p>In what&#8217;s probably a sign of how partisan the debate over health care is getting, Sens. Lisa Murkowski and Mark Begich split their votes Tuesday on a measure that would have restricted how federal money could be used for abortion. </p>
<p>Murkowski, a Republican, voted against tabling the measure, proposed by an anti-abortion Democrat, Sen. Ben Nelson of Nebraska. Begich, a Democrat, voted to table Nelson&#8217;s proposal.</p>
<p>The amendment failed to move forward, <a href="http://www.mcclatchydc.com/homepage/story/80282.html">54-45</a></p>

<p>Former state Rep. Ralph Samuels from Anchorage announced this afternoon that he is running for governor in next year’s Republican primary.</p>
<p>Samuels currently is vice president for government and community relations in Alaska for tourism giant Holland America Line.</p>
<p>He served six years in the state House of Representatives, starting in 2003. He was House majority leader in his last term.</p>
<p>He made his announcement at a Resource Development Council for Alaska luncheon in Anchorage.</p>
<p>Reporter Sean Cockerham, who attended Samuels&#8217; announcement, will have more on his candidacy later today.</p>

<p>Mayor Dan Sullivan this afternoon vetoed $174,000 in amendments the Assembly added to the 2010 city budget Tuesday.</p>
<p>Sullivan lined out a $124,000 increase in grants for arts organizations, and an additional $50,000 for library materials. </p>
<p>Sullivan noted that both those amendments were on top of other increases added in a compromise budget fashioned largely by Assembly members Patrick Flynn and Jennifer Johnston. </p>
